What the figure or term means
Phase 4 indicates very large food-consumption gaps or extreme loss of livelihoods under the IPC framework.
It is not the same classification as Famine, which is IPC Phase 5 and requires separate evidence thresholds.
The estimate can change with harvests, prices, assistance, displacement, and updated analysis.
